I wouldn't say the Canadian government is supporting the practice, they're probably more or less indifferent to it, as am I.
If it is a sign of a more ultraconservative form of Islam, then it's probably a good thing to let the moderate muslims try to pressure change as this group is doing. Zealots are not a good thing, whether they are muslim, christian or whatever. On this issue I don't think the government needs to intervene to ban the practice, but their face should be visible in photo ID, etc.
