I agree that the sentence is an insult to the victims and their families. I can't help but feel that it is not just the judge, but the legal system in general. So much time has gone by since the event, I think many people who are not directly affected, lose sight of the magnitude of the tragedy. Scheduling things that quickly would be virtually impossible, unless of course we're going to build another couple of courthouses, hire a ton more judges, and generally blow up the entire system.
The system is far from perfect, but I don't think many people have a realistic expectation of what can be achieved.
