With regards to leaves, I don't think there's much that can or should be said about them. Wind will blow them anywhere and everywhere and there's not much you can do about it. We get leaves from neighbours several houses away.

With regards to a neighbour planting trees that obstruct your view I don't know if there's anything you can do about where they put them, but it's rather dickish of a neighbour to plant (or even remove) trees without at least talking to neighbours first. We took down 4 trees in our yard this summer and planted 3 replacements. I talked to my neighbour first because it's going to reduce the privacy between our yards for a few years. It was not problem, in fact he was quite happy because one of the trees I had removed posed a threat to his house if any big limbs broke off.

So, with leaves, unless you think your neighbour can control which way the wind blows, suck it up. But tree planting and removal is something that I think good neigbhours should consult each other about.
