I think that's more of a default than a rule. Because parking lots don't really have the same "guidelines" (for lack of a better word) as roads do (less lane markers, traffic signs, right of way indicators, etc...). Therefore, proving fault is more difficult. If fault is clear, then fault is apportioned.
So don't go crashing your rusted out Taraus into a brand new Porsche in a parking lot.
