So if a deer jumps out at you on the highway and you're going 30km/h, you are just as likely to hit it as if you're going 130km/h? Riiiiight. At lower speeds, you have a lower reaction time, enabling you to prevent many accidents that would have been unavoidable had you been going faster.

If some statistics show otherwise, it is simply because there tend to be more obstacles and accident potentials in places where you drive slower. Driving 130 through downtown Calgary is more likely to cause an accident than going 30.

And then there's the whole severity aspect.
