I would say both. When a team is behind they're desperate and throw more (also hurry up offense which prevents defense from substituting). When a team is ahead they stop blitzing. Sometimes I think the defense should call a time out just to slow things down when the clock is already stopped.
The only team that successfully held a lead was NE in Week 1 when they took the lead against Buffalo and then blitzed and sacked Edwards twice in the final drive. Most teams would have dropped back and let the Bills drive the field ... and miss the FG.
