i would think so. i used to think they actually took signals from peoples cable boxes/tvs etc, of course this was never the case.
I would think they could keep track of it with digital boxes, but maybe theres a privacy issue or something like that preventing them from doing that. i would think they would use those numbers if they could. of course there is no way you could accurately measure in bars where there may be 50 people, many of them there at the same time as football and not watching, and some watching multiple games at once. would you measure the bystanders as viewers? would you count everyone in the room for each tv that has a different game on?
