The government cant even supply a small amount medicinal marijuana and cant control contra-band cigarettes.
Do some research on countries that have decriminalized marijuana. Organized crime has continued to profit in those nations.
If the Canadian government sold weed it would be $50 for half a gram of crap while you could still get better stuff cheaper from your neighbourhood dealer.
Look at at the amount of tax in booze and smokes. The government will add that tax to the cost of weed. You dont think gangs will continue to grow if they can undercut the price of the government?

Full harvests can then be done every 2 months with insignificant operational costs. People will buy a $1M home for the sole purpose of growing weed in it, and make off like bandits in the process. Also, waaaaay more people smoke weed than do coke/crack/heroin in Canada.
Legallizing weed would directly take truckloads of money away from the criminal element and give it to the gov't and private business, while also saving money in law enforcement and rehabilitation. The main reason it's still 'technically' illegal in canada is US relations.
