Vehicles inside the circle have right of way over vehicles outside, and vehicles on the inside lane have right of way over vehicles in the outside lane. Pretty damn simple for people with common sense.

Ah. I wouldn't consider that as being cut off. If you turn, they will yield. If you swap paint, it's their fault.
