As noted by others, if people in the outside lane obeyed the rules of the traffic circle, I would never be cut off.
Vehicles inside the circle have right of way over vehicles outside, and vehicles on the inside lane have right of way over vehicles in the outside lane. Pretty damn simple for people with common sense.
