In 20 years or so fresh water will be the next precious natural resource on earth, just like oil is right now. Fresh water is a renewable ressource, yet the world's supply of clean, fresh water is steadily decreasing. We can suppose that the southern states and possibly California will need potable water in order to fill the needs of their respective populations.
Canada possesses 1/4 or more of the fresh/potable water existing on Earth. Quebec alone has countless sources of fresh water useful or potentially useful for humans. The U.S will need it soon and knowing that their neighbours up north have it, I think it would create a conflict between both countries.
