Are you sure, I have called the tow truck on people who park in the loading zone of my condo, I didnt pay for the tow truck, and I assume the tow truck didnt just drop it off in a street somewhere.
Why wouldnt they be allowed to tow you? You are in essence stealing from them. Maybe they should call the cops and have you arrested for stealing.
I hate Impark like the rest, but I am pretty sure they can tow you. I have seen tow trucks in the lot kitty corner to the Eau Claire YMCA - hard to believe they are towing the vehicle to some random location and dropping it off. That would be funny, tow it 10 blocks away and just leave it. When soemone comes back they dont know where there car is - hahahaha.

All I know is when I went to SAIT, the BS private parking company that started up used to tow cars to their 'Impound lot' on campus and were forced to remove it because it was an illegal seizure of property. Maybe it has to do with taking something worth 10s of 1000s of dollars to compensate for 12 bucks.
Thinking about it more, I think impark can call the city just like you did to have you towed but they can't tow themselves. Just remove you from the lot. I guess an anolgue would be this:
Imagine you get busted sneaking into a movie. The movie theater then turns around takes your shoes and writes you a ticket for $80.
The movie theater can't fine you, take your stuff or imprison you but they can kick you out and/or call the cops.
