I think you're on the right track with where the ad intends to take you, but drawing the wrong conclusion. We all want to prevent/combat terrorism post 9/11 and billions have been spent to achieve this. There are things environmentalists believe we can do to limit mother nature's fury by going green. The scale of destruction on 9/11 pales in comparison to the tsunamis, yet "we" have become obsessed with terrorism and still are fairly laissez faire towards the environment.
The problem with the ad is that image brought out too much emotion and people didn't even want to look at it for what the advertisers were trying to do. It failed for that reason, but I think the concept works.
