They probably are. Problem is say for example with the Phillies a deal is worked out with J.A.Haap as one of the guys. Halladay may clear waivers, Haap wouldn't. So if the Jays want some sort of MLB calibre player back as part of the package who's any good he's probably not getting through waivers. Plus Halladay probably fits in someone's budget that he'd be claimed too and possibly block that deal.
I expect Halladay gets traded in the offseason.
Kazmir IIRC is only signed for this year, wasn't having a great year and the Rays have enough pitching depth that they can take him out of the rotation, replace him from within and still compete.
One of the more famous post waiver trades I remember was the Jays getting David Cone for Jeff Kent. I'm not an expert on post waiver trades but it's surprising no one made a claim on Kent who was a rookie at the time. But I'm not sure if every team above the Mets in the Standings could have blocked that deal by claiming Kent type of thing.
