Tampa Bay has the option to pull him back off waivers. Thats the difference. In baseball you can put anyone on waivers and even if another team makes a claim you can pull the player off the waiver wire.
So if Anaheim wanted Kazmir they had to work out a trade and than see if anyone else would claim him. If Anaheim offers up nothing they don't get him as Tampa just keeps him. Many trades over the years have happened past the non-waiver trade deadline.
