That's true... although California has the most number of prisoners on death row... they just don't execute as quickly/often as Texas or Florida because of the extensive appeals process.
Who knows what the family's rational was or what their lawyers may have had cooking regarding Jenkins eventually turning himself in. Regardless, they should be charged. I don't buy them keeping him on the lamb long enough for his lawyers to work out an agreement being an excuse for their actions. It's a reason, but the consequences should still follow.
