I can tell you one thing, it does not matter what approach you use. The response from the neighbors is up to them. You can think of this a million ways, but they could still respond poorly, or respond well.
I recommend telling the father that he might not be aware that the dog is barcking the whole time they are not home and it is a real disturbance to your family. With a pregnant wife and young child, you simply cannot handle it any longer. Tell him you trust him enough to do whatever it takes to resolve the matter and leave it.
If he doesn't respond, simply start YELLING!
