If the dog's being left outside during the cold, I would not hesitate to phone the SPCA. I was one cold night away from phoning them for a neighbour that left his dogs outside in -8C and snowy weather.

Just wanted to say on an off note, huskys love the cold. My friends pure husky will howl and cry inside to go lay in the snow. She will dig a little nook by the fence and lay in a circle for hours. They check on her very often, and she's just totally enjoying being a husky in her element. Other dogs, however, don't apply to this and shouldn't be left outside, I do agree.
