The constitution controls the government, loosening or weakening the constitution makes the government more powerful.
One of the important limits on the gov't is that the congress must declare war before engaging in one.* The Iraq war "declaration" consisted of the members of congress granting the president the ability to engage in war as he sees fit. That is a very dangerous precedent and - similar to the 2nd amend. debate - shows the danger of considering the constitution a loose guide rather than a strict set of rules.
Myself, I would support a constitutional amendment but I do not support legislation like hand-gun bans because they are unconstitutional.
