Tiger to Leopard is a painless upgrade, I don't know anyone who had issues with it. Just be prepared for probably a largish download to bring it up to 10.5.8

I don't think you will be able to buy Snow Leopard as a standalone retail product and jump from Tiger to SL, and least not from what I've read. It's either an upgrade for existing Leopard users, or you are going to get it new on a new Mac that comes with install CD's for that model of hardware.
