If it's the exact same connection then the problem must be on the computer.

I would make sure the network card on the desktop is set to 100 and full duplex; if it's half duplex it will not send and receive at the same time; it will wait for traffic.

Other than that you likely have something slowing down the desktop. Which is why I rebuild my own PC every 6-12 months.
To add to this - lock it at 100/full, don't rely on auto-sensing to set the speed, even if it says its running at 100/full
