This is out of date. City has nothing to do with it, and it's not JP's. There are official Marriage Commissioners - they are independent contractors licensed by the Province.
BTW Vegas is not as quick or cheap as advertised above. You have to stand in line for an hour or two to get your license at the LV registry, and then have someone perform the ceremony. I would budget $200 and about 4 hours.
