So my neighbor apparently started his home extension at 7:00am this morning by excavating and pounding the ground with a backhoe. It was so loud it was shaking my windows. I don't work til 9:00am and I usually don't wake up until 8:00am. How is it OK for them to start that bloody early in residential?

I checked CGY noise bylaws and they are allowed to start this at 7:00am. What the hell? I'm pissed.
