SEALS are special forces types who start in the Navy or Coast Guard and get advanced training in small unit tactics and weaponry. Marines (American) are part of the Marine Corps, which is a subdivision of the Navy, and are highly trained but lightly armed troops adept at amphibious operations and swearing.
To put it in terms you are familiar with: if your sorry-ass band of Freemen somehow took over Puerto Rico, they'd send the Marines onto the beaches and then into the streets to kill you all. If, as is more likely, you managed to hijack a fishing boat with some big-time ###### like Carrot Top on board, they'd send SEALS to blow the boat up with demolition charges and thus end two scourges of humanity at once.
