At best of times in my mind anything off of kijiji is buy at your own risk. I would be inclined to walk away because what will he come up with next?
If it is something that you really want and you are willing to get screwed then go for it.
If you decide to walk away play the game back with him. Say yes, to the higher price and see what he then says. Maybe he will continue to add more conditions. If he doesn't add more conditions then delay things. Then when he gets pushy tell him you wish to pay the lower price now. LOL
