How do police prove you weren't wearing a seatbelt if you just put it on after you pull over? If it's your word against the officer's, 95% of the time the judge is going to believe the officer over you unless you can come up with a reasonable argument as to why he is lying or mistaken.
Further, if I'm in the car with you and catch you texting while driving, I'll be able to claim justifiable danger to the public as to why I was forced to shank you at the traffic light, eject your bleeding carcass from the car, and then proceed safely on my way as the new driver.
