I don't know if I'd call him a "horrible" passer. By NFL standards, yeah, he has been near the bottom of the league. In the CFL though, I imagine it would be like playground (or prison yard) football for him. He tore up college and passed for a 127 passer rating in 2000 at Virginia Tech. His career passer rating is comparable to guys like Jon Kitna and Eli Manning. Those guys would tear apart the CFL. He's shown he can throw the ball somewhat effectively with almost 3000 yards and an 81.6 rating in 2002.

He's a three-time pro bowler in his athletic prime, and capable of passing for 2,500 and rushing for 1,000 yards in the NFL, where the defense is a lot faster, meaner, and smarter than in the CFL. No doubt he is one freak of an athlete, and you can bet any CFL team would be clamoring to have him on their team, even the ones with effective CFL quarterbacks right now.
