More information would be helpful.

What does your ma remember about the badge? Can she describe it? Was it a shield or in the form of an ID card? Was it in a leather casing?

Is she certain the term he used was "civilian officer," or is it possible this is just what she understood him to be saying? Can she describe what he was wearing? Did he have anything in his hands, like an envelope for instance? Did he have any tools or communication devices on his belt?

What was his demeanour like with your mother? Was he polite? Deferential? Aggressive?

Can she describe the car he was driving?

Is she certain he used your sister's name in the conversation before (if) she used it?

Even if you don't want to post answers to these questions, these are things your mom should think about while her memory remains fresh. She should write down as much as she can remember - it could be useful later.

Also, is there any possibility your sister was involved in, or witnessed, a motor vehicle accident or crime in the last couple of years? Does she know anyone currently involved in a civil or criminal action?
