None of which qualifies him to be an authority on the matter. He pointed out flaws in the system that should have been corrected and if they were corrected, might have been able to react quicker when put in a chaotic situation.
Hardly supporting a massive conspiracy theory that would have made the JFK assassination look like a high school secret.
