The lights alternating traffic before entering a freeway? They are probably useful to help solve problems on existing freeways, but new freeways built these days should not be designed to need them.

You were talking about the Sarcee interchange right? The bridge is done, there's no flyovers, nor will there ever be. The interchange is now as it is planned to be for a long time.
