Yes, it will be finished eventually. However, it is finished as much as it is planned and funded to be right now. The rest of the interchange is not currently under construction. On the drawing that was posted, the stuff in yellow is built, the stuff in orange is future.
The "ultimate" interchange isn't currently needed, and will be built when it is needed.
That being said, it wouldn't be that costly to build ramps that would allow all traffic movements, with traffic lights, as a temporary measure until the ultimate interchange is required.
