that's the problem with the heavyweight division in the UFC, it's legitimacy is really questionable simply because the 2 best guys in the world aren't in it and there is no depth at all. Your champion has only won 4 fights and they're over a guy who should have stayed retired and a guy who doesn't exactly have a stellar resume of his own (and Lesnar is only 1-1 against Mir).

Lesnar may have the belt, but the only people who consider him the best are Lesnar fanboys. If a Lesnar-Fedor match happens I'd expect it would push for being the largest pay-per-view event in history, it would be rocky level epic. Without that fight though the division is going to be incredibly boring unless Mir, or somebody else, can find a way to beat Lesnar. Watching one guy prove he's the best in the world over and over again is entertaining, watching a bunch of guys fight over being 2nd or 3rd best is entertaining, watching one guy prove he's 3rd best without ever fighting number 1 or 2 is not.
