These threads seem to go in a cycle:
1. n00b asks about user titles
2. people tell him the rules
3. mods come in and peg a few people based on ensuing hilarity
4. people start asking for them
5. mods lose interest
6. 6 months or so pass by
7. Revert to step 1.
