Because cost of everything is higher here, you need to pay people more?

It also doesn't help that every time there's a cabinet shuffle some new guy comes in with his own ideas and none of the experience that the previous guy had. He's also a guy who worked his way up to the job through the PC party, instead of through the health care system.

Of course, that's applicable to every province and every department... so whilst it may explain why we get poor bang for the buck it doesn't explain our performance relative to other provinces. The first bit does though.
