Depends on where you work, I think. I tend to agree with you that it is almost never appropriate to hit on a girl while you're working, but if you're getting all kinds of 'go' signals, then something very simple and very direct is probably the best way to go:
"I've never done anything like this before, but (insert compliment here) and would you like to have coffee sometime?"
It's nice, it's somewhat professional and it's not going to creep them out too much.
Another thing I'd like to add is that it is really, really, REALLY inappropriate to hit on women if THEY are working. This is particularly true if they work in the service industry. They are at work, they are obligated to be nice to you, it's a terrible, terrible position to put another person in.
