No you play as YOUR Shepherd. But the stupid thing is (sort of), is that your stats will be reset. So my level 60 Shepherd won't have any stats again (go back to level 1?). They haven't confirmed it, although they sort of semi-confirmed it saying "we don't want people to just breeze through the game". But your save can be converted over, all your decisions you made, etc.
As long as I get my weapons and decisions I am happy, I will gladly beat ME2 4 times to get to the Level Cap again.
