That's the difference between a "watch" and a "warning". Easy way to remember is a "watch" is literally being able to stand on your driveway and watch for a funnel cloud. A "warning" is like a yellow light, the red light (tornado) is imminent at that point.
Curious where your getting your info from? My ace in my sleeve (don't tell anyone but it's weather network) isn't saying anything like that.
