You bet they are. Its a well know fact that many businesses that take in a lot of cash never declare it all as income, in order to cheat Revenue Canada.
I knew a guy that owned a hair salon. According to his income tax filings he barely broke even ever year. Don't you believe it. A lot of his sales were paid in cash and the money went straight into his pocket.
