Gypsies travel on Czech (majority), Hungarian, Romanian, British, Irish, and Australian Passports. They DO obtain citizenship, because it allows them to move around the world easier.
Canada (Alberta Specifically) has a major problem right now. They are mostly involved in paving and renovation scams.

Canada would reject them at the Port of Entry, but it is illegal. The claim has to be processed. This costs an average of $50000 to the Canadian taxpayer everytime the word "refugee" is uttered at an entry point.
Genuine travellers are granted visas relatively quickly. To get a visa, you basically show you have a good reason for going to Canada, funds to support yourself, no criminal record, and something to go back to (ties to home country).
Also, the government says you shouldn't call them Gypsies... Apparently it's unkind. The politically correct name for the group is "Itinerant Travellers".
