If her goal is to become president this is a rather odd way of accomplishing it. The biggest knock against her is the lack of experience, dropping out of active politics isn't going to help with that. Sure she'll get to spend more time in some of the key states, but she'll only be speaking to people who are already voting for her. Unless she can use this time to get the rest of the party behind her I don't see the benefit.
My theory is that she's getting out before some sort of scandal breaks. It's a bit suspicious that the announcement came down the day before a 3 day weekend, it lets the whole thing pass much further under the radar than usual.
