Are people really that rich and lazy? We may a monthly fee for the city to collect the recyclables, then the city makes even more money off your cans and what not.
Moral of story: Do not place cans and bottles in your blue bin.
If there is nothing to collect, these "Trolls" will move onto other neighbourhoods, where the people don't return their empties.
Why would they keep rummaging IF there is nothing to be found...
