It is the home owners fault that people go through the blue box and make a mess. That is absurd. Yes, if there was nothing of value in the blue box then the bums would not go through it. But it is hardly the fault of the home owner if he put something of value in it. Who is making the mess? WHO?
I was referring to scouts groups having money "stolen" from them, not the mess that bottle pickers might create. Try to keep up.

As for the wallet analogy, there is a big difference between accidentally losing your wallet and deliberately discarding refundables in your blue bin.

Wallet slips out of your pocket onto the ground = unlucky. Wallet is deliberately discarded to whoever might find it = tough. Not so backwards, really.
