Talking to a neighbor about their parking habits or lawn mowing skills or sidewalk shoveling prowess can be a pretty awkward conversation. It's the kind of thing many people, probably most people actually, would rather avoid.
For every neighbor like JustAnotherGuy that would welcome a heads up about his lawn, there are probably just as many that would take offense or escalate the confrontation. There are those that probably didn't give an eff to begin with and would likely not give an eff that you had a problem with their weeds. In those situations you've now exacerbated the problem and you've outed yourself as the complainy neighbor.
The ideal situation would be to get to know your neighbors in the first place so you can entirely avoid these awkward situations. Any of my neighbors that I would feel comfortable enough to knock on their door and critique their lawn care skills... actually those neighbors do a good job of not doing annoying things which is probably why we get along in the first place.
