The City of Calgary really has no jurisdiction in this case. The Province was willing to pay for the land, but it would have been up to Ottawa to approve the sale.

Thats the problem if you are dealing with a developer you need the deal to be done fast and get shovels in the ground instead you have to go through a body that doesn't work summers shuts down once a year for elections and is just another layer of beurocracy preventing development on a reserve.
If the act was changed and the bands could act like any other land owner this deal would likely happen and you would see tremendous development along the corridor.
