It wouldn't require a change to the Act. Any native band may sell reserve land, but it must be approved by the feds under the jurisdiction of the Department of Indian Affairs.

The City of Calgary really has no jurisdiction in this case. The Province was willing to pay for the land, but it would have been up to Ottawa to approve the sale.
