Even without a plan, here in Canada I pay $1/MB, and down there it is about 200-300 times that amount.

I don't know about data, but verizon has a plan in the US that eliminates roaming charges when you're in Canada. It's worked out pretty well for me as you can switch over to it for a month and then go back to the cheaper domestic plan. Apparently it's pretty popular in Detroit because people who work near the river often pick up the Canadian towers from the US side.
