Well, the question is a bit confusing. They ask if he were PM now, what would he HAVE done that Harper did not. Then they say no when Dion asks whether they are asking if he was PM a couple years ago. It's hard to say what you would have done that someone else didn't do going into the future. Don't mix past-tense with present-tense in one sentence. Frankly, I'm confused... because he answered with future-tense (I will do this.... I will do that....)
It's also a limited question, limiting him to only answering what he would have done that harper already didn't do. Instead should have simply asked what he would have done if he were PM or asked what he would have done differently.
I find the whole thing odd, especially with the way CTV even lead the story by saying they first promised they wouldn't air the false starts, then say that they felt they owe it to the public to show it in its entirety. I ask why? Did it make a difference?
