well I recieved an email back from rogers. I dont know if tethering will only be included during that time or it will only be included if you sign up for a plan during that time.
for some reason they thought I asked what tethering was.

Tethering cannot be used with data options of less than 1GB.
Additionally, Tethering data usage will come out of your existing data
bucket. Overage charges may apply if data usage exceeds amount included
in your data bucket.
