I think fire pits are great. There are rules in place, that if followed, should not be an unreasonable inconvenience to anyone else. If someone is not following the rules, talk to them and/or the city to resolve it.
As for having a permit, I don't understand how that will help. The people that would follow the rules and get the permit would probably also follow the existing rules now.
Address the problem people directly, don't put extra rules on the people that don't need them.
