It sure looks like it. We have elected 3 consecutive minority governments yet none of the parties knows how to handle this new reality. Hopefully they eventually will figure out that compromise and cooperation will get more of their polices passed than partisan politics will. Unfortunately, I can't really see any of the current leaders allowing this to pass on their watch.
